After being in Silentclan for a mere four moons, Amberstar offered Shellstep the position of Sanctuary Holder. She naturally didn't decline, as she was honoured to be in the clan in the first place, feeling obligated to serve Silentclan to the last breath. She became the Sanctuary Holder of the Two-Leg sanctuary in the city several miles away from Silentclan's locaton. She doesn't see the others of Silentclan incredibly often, but will visit a few times a moon whenever contracts are slow.

Being the Sanctuary Holder, Shellstep is responsible for contacting cats who seem to be in need of desperate help whenever another cat is harassing them, bullying them, or simply just hurting them. Once a cat is contacted, the cat will go to one of the Sanctuary's, depending on the cat that approaches them regarding the matter. Shellstep is usually beneath the bridge, awaiting cats that show up without planning in advance. With these cats, she goes over the situation that they are going through, and offers possible solutions. Along with these solutions, she suggests a variety of ways for the cat to pay Silentclan for their services, if they decide they want Silentclan to deal with said cat through murder, or just punish them through harmless, but reputation tarnishing tasks.
